WHEREAS, RA 7160 otherwise known as the Local Government Code expressly provides that, “ Every Local Government Unit shall exercise the powers expressly, those necessarily implied therefrom as well as necessary . appropriate or incidental for its efficient and effective governance and those which are essential to the promotion of the general welfare”;
WHEREAS, The Province of Leyte including the Municipality of Alangalang is under Modified General Community Quarantine from October 1-31, 2021 pursuant to IATF issued guidelines;
WHEREAS, Considering that there is still a threat of deadly COV1D 19 virus and its deadlier variants each Local Government Units must not be complacent and must continue to strictly implement Minimum Health Protocols.
WHEREAS, With All Saints Day and All Souls Day (November l&November 2) fast approaching, there is a need to schedule the time and date of the barangays visit and regulate the number of individuals visiting all public & private cemeteries.
WHERES, An order regulating the number of individuals visiting public cemeteries in the local government unit of Alangalang, Leyte must be passed.
NOW, THEREFORE, I LOVELL ANNE M. YU, Municipal Mayor of Alangalang, Leyte, by virtue of the powers vested in me by law, do hereby order;
Section 1. Scheduling and Assigning the Time and Date of Each Barangays Visit to the Public Cemeteries from October 21, 2021 to October 31, 2021 and Regulating the Number of Individuals Inside Public Cemeteries Located in the Municipality of Alangalang, Leyte;
Section 2. Personnel from the Alangalang Municipal Police Station (PNP) and Alangalang Traffic Law Enforcers (ATLE) and are to be deployed in public cemeteries in the Municipality of Alangalang, Leyte.
Tanods of specific Barangays are also ordered to be deployed during their scheduled time and date of visit as force multipliers and assist the PNP and ATLE personnel in the regulation of the number of individuals visiting cemetery.
Their task is to regulate the number of individuals inside the cemetery and see to it that the visitors have their respective passes issued or distributed by the barangays.
Section 3. The Local Government Unit of Alangalang, Leyte will produce Cemetery Passes which will be distributed to the Barangays thru its barangays officials and the number would depend on the total number of households of the barangay.
Section 4. To avoid congestion in the public cemeteries each household are allowed only a maximum of three (3) members to visit their dearly departed loved ones during their scheduled time and date.
Section 5. In order to regulate the number of individuals offering Lettering, Painting and “Giho” (LPG) and other services, they must be accredited or registered with the Office of the Municipal Mayor. The Mayor’s Office will issue Accreditation IDs to all these registered individuals offering LPG and other services.
Section 6. Only Six (6) Barangays per day starting October 23, 2021 to October 31, 2021 will be allowed and the schedule will be as follows:

Section 7.Alangalang Public Cemetery will strictly not allow any visit on November 1, 2021 and November 2, 2021.
Repealing Clause. All issuances, memoranda and special orders inconsistent herewith are hereby superseded,
repealed and amended accordingly.
Section tf. Seperability Clause. If any provision of this executive order found to be unconstitutional or inconsistent with any national or local laws, ordinances or resolutions, all other provisions thereof shall remain in full force an applicable.
Section 7. Effectivity. This Executive Order shall take effect immediately until a subsequent Executive Order Done this l^hday of October in the year of our Lord Two Thousand Twenty One at Alangalang, Leyte.
